OREGONIANS FOR FAIR AND EQUAL REPRESENTATION
submitted two bills to the 1999 session of the Oregon
Legislature.
1. House Bill 3162 text
INSTANT RUNOFF or PREFERENCE VOTING is an
electoral change that simultaneously increases the opportunities for minor
party candidates and guarantees that winners receive a majority of the
vote. By allowing people first choice, second choice, etc, it eliminates
the spoiler role of minor parties.
2. House Bill 3163 text
OREGON COMMISSION ON VOTING AND CITIZEN PARTICIPATION will study other
electoral changes, including Proportional Representation,
that are designed to increase turnout and bring greater choice in politics.
